Team & Role Management

Each member's role determines their access level for approving incidents and actions.

Member: Can log incidents, near misses, and inspections, but cannot give final approval.
Reviewer: In addition to logging, can "review" incidents (first approval stage).
Manager: Can give "final approval" to reviewed incidents and has access to full statistics.
Organization Owner: Full access, including changing the roles of other team members.
